Emergency Notification Procedure
Bluefield State College has an emergency notification system in place for immediately notifying the campus community upon the confirmation of a significant emergency or dangerous condition involving an immediate threat to the health or safety of students or employees occurring on the campus. Some or all of these systems/components may be activated in the event of an immediate threat to the Bluefield State College campus community, depending on the location and type of emergency. Methods of notification include e-mails, voice messages on College office phones, emergency text messages, an indoor (all buildings) and outdoor (parking lot behind Dickason Hall and underneath and in front of the Basic Science Building) speaker notification system, the marquee on Route 52, and the marquee at the East entrance to campus (Harrison-Jefferson Student Center). The fire alarm system automatically contacts a company, which in turn calls 911. Bluefield State College will post updates during a critical incident on the Bluefield State College Facebook site (BSC Facebook) and on the emergency phone line (304) 327.4350. Members of the larger community who are interested in receiving information about emergencies on campus should sign up for the emergency text message system and should use the Facebook site for obtaining updates in the event of an emergency on campus.
All members of the Bluefield State College community are notified on an annual basis that they are required to notify the Office of Public Safety of any situation or incident on campus that involves a significant emergency or dangerous condition that may involve an immediate or on-going threat to the health and safety of students and/or employees on campus. The Office of Public Safety has the responsibility of responding to, and summoning the necessary resources to mitigate, investigate, and document any situation that may cause a significant emergency or dangerous condition. In addition, the Office of Public Safety has a responsibility to respond to such incidents to determine if the situation does in fact, pose a threat to the community. If that is the case, federal law requires that the institution immediately notify the campus community or the appropriate segments of the community that may be affected by the situation.
The Office of Public Safety will immediately notify the Office of the Vice President of Financial and Administrative Affairs. The Office of the Vice President of Financial and Administrative Affairs will notify the Office of the President, the Office of the Vice President for Student Affairs, the Office of the Vice President for Academic Affairs, and the Office of Media Relations. The Office of the Vice President of Financial and Administrative Affairs and the Office of Public Safety may receive information from other sources, as well. If the Office of the Vice
President of Financial and Administrative Affairs and the Office of Public Safety confirm that there is an emergency or dangerous condition that poses an immediate threat to the health or safety of some or all members of the Campus Community, the two offices and the Office of Media Relations will collaborate to determine the content of the message and will use some or all of the systems described above to communicate the threat to the Campus Community or to the appropriate segment of the community. If the threat is limited to a particular building or segment of the campus, the three offices will, without delay and taking into account the safety of the campus, determine the content of the notification and initiate the notification system, unless issuing a notification will, in the judgment of the first responders (including , but not limited to the City Police Department and Fire and Emergency Services), compromise the efforts to assist a victim or to contain, respond to, or otherwise mitigate the emergency.
