BOARD OF GOVERNORS MEETING
May 18, 2006

Members Present: Dr. Louis Aikens, Mr. Jack Caffrey (via conference call), Mr. Jack Stafford, Mr. Norris Kantor, Mr. Jeffrey Forlines, Ms. Anne Crowe, Mr. Daniel Frost (via conference call), Mr. Eli Sharp (via conference call), and Dr. Norman Mirsky

Chairman Norris Kantor called the meeting to order at 6:45 p.m. in the Othello Harris-Jefferson Student Center Private Dining Room and asked for a motion to approve the minutes from the April 20, 2006 meeting.  Motion was made (NMirsky/LAikens) to approve the minutes as written. Motion carried.
Financial and Administrative Affairs – Ms. Shelia Johnson
 Ms. Johnson informed the group that an 8% tuition and fee increase was requested.  HEPC approved a 7% increase. She explained that the instate tuition will be raised from $1,705 to $1,824 per semester, an increase of $119.  Ms. Johnson referred to material previously distributed and reviewed the salary data included. She informed the group that a salary increase request may be brought before the Board in the fall when enrollment data is complete.  She discussed the Mercer Salary Schedule and explained the different salary steps and the effect on an employee’s salary with an increase in years of service. Mr. Frost discussed the length of time to fund the first salary schedule which was not fully funded until 2001. Ms. Johnson informed the group that New River Community and Technical College plans to fully fund its salary schedule in 2 years. She reported that the average years of employment for NRCTC employees is six years, while BSC’s average years for classified staff employment is 13 years. Discussion followed.
 Dr. Aikens questioned the need for the Legislative Committee to continue to seek funding for BSC and asked if the committee is still an active committee. Dr. Walker reviewed contacts made with the legislature during the last legislative session and the need to plan for next year’s session. Discussion followed.

* Commencement Exercise
- Valedictorian and Bearer of the Mace was Mr. William Carl Van Stavern with a 4.0 GPA
- The speaker was former Secretary of Education Dr. Rod Paige.

- Outstanding Faculty of the Year Award – Ms. Sandra “Kay” Thompson
- Brian Delp Service Leadership Award – Ms. Heidi Bolden
* Cruise Nursing Conference with speaker Ms. Barb Bancroft
* DARPA 2007 Grand Challenge will be a 60-mile urban course to be completed in fewer than six hours by the top three autonomous ground vehicles. First prize is $2 million
* Engineering Technology Olympics was held on April 26, 2006 at the Bluefield City Park
* BSC Jazz Ensemble Spring Clinic and Concert held on May 11, 2006 in the BSC Auditorium
* Mercer County Schools Reading Bee held on April 28 and the Math Field Day to be held on May 30-31
* BSC Outstanding Classified Employees Award for 2006 – Ms. Deidi Rose and Mr. Tom Harrison
* BSC Retirees honored on May 11, 2006
* Spirit of Bluefield Awards Ceremony to be held on May 22, 2006 at the Bluefield Holiday Inn
* Thurgood Marshall Award of Excellence Award given to Dr. Albert Walker in April 2006
Academic Affairs – Dr. Don Smith
 Dr. Smith reported that the institution is now in the process of interviews for hiring new faculty and filling vacant faculty positions. He discussed the salary needed to attract qualified faculty members especially in specific areas of instruction such as Allied Health, Engineering and Accounting.
 Dr. Smith discussed grant proposals generated and informed the group that four full time faculty are currently receiving release time from teaching for grant related work. He informed the group that most often these teaching positions must be filled by qualified adjunct for quality instruction. Dr. Blanks discussed research done by her unit using BSC’s Peer Institution list to discover income generated from grant proposals. She reviewed the information for the group. Mr. Forlines asked that a goal be set for writing grant proposals and a report be made to the Board each month. Discussion followed.
 Mr. Sharp asked what other institutions are doing as far as compensation for faculty between various majors. He asked how BSC can become competitive when attracting faculty in various disciplines. Dr. Smith expressed a desire to create a faculty committee to address this issue.
Student Affairs and Enrollment Management – Mr. John Cardwell
- BSC had 365 students to graduate on May 13, 2006.
- Pre-registration continues for currently enrolled students with applications for new students up approximately 12.9%.
- Nursing and Radiologic Technology have completed orientation for new students.
- The Upper-Classman II hosted a community open house and dinner on May 15, 2006 and announced its plan to provide 10 room scholarships for the fall semester.
- Job Fair on May 13, 2006 was very successful. There were 62 employers on campus and over 380 people to attend.
- Student Life will be holding a two week summer sports camp for area youth.
- Student Government hosted an awards program on April 21, 2006 at the Bluefield Elks Club.
- Metro rate – 34 currently enrolled students will see a decrease in tuition as a result of by the metro rate, an amount that can be made up with the increase in enrollment from border counties. Letters have been sent out to all high school counselors informing them of the change in the rates for bordering counties. 
- Enrollment management is working to bring international students to the institution by working with the Saudi Arabian Embassy. There are currently 24 students at Virginia Tech that are expected to enroll for the fall semester at BSC. Two BSC international students are working with Enrollment Management to attract other international students. There have been 15 applications received so far from those efforts. International student applications are up 300%.
Human Resources – Mr. David Lord
 Mr. Lord discussed the progress of faculty searches and informed the group that the position in engineering has a foreign national as the top candidate. He discussed the process for hiring this individual and informed the group that the market salary will be determined by the Department of Labor.
Institutional Development and Advancement – Dr. Felica Blanks
- The Development office is working in conjunction with AAA to offer a Carnival Cruise from Jacksonville to the Bahamas on January 4-8, 2007. The cruise line will make a contribution of $80 per cabin to Bluefield State College. Dr. and Mrs. Walker will be hosts of this event. The cost will be $395-$485 per person depending on the types of cabins available. 
- BSC Foundation Board met in May and approved its operating budget.  Dr. Blanks discussed the various scholarships included in the budget totaling $226,329.
- Mass mailing to be sent in the next few weeks to request contributions in the name of the five schools.
- About $5000 in Neighborhood Investment Program (NIP) credits are still available for the current fiscal year which ends on June 30, 2006. Dr. Blanks asked that Board members make an additional contribution to the NIP program to take advantage of the tax credits before the end of the fiscal period.
- The Spirit of Bluefield Awards will be held on May 22, 2006.
- Fund raising concert with the Emeralds is planned for this summer.
- Development office has been working in the Beckley area establishing an office in the Workforce WV Center to assist individuals seeking employment and training opportunities. BSC information is distributed.
Next meeting date is June 15, 2006
With no further business to discuss the meeting was adjourned at 9:26 p.m.
